Stop Illegal Immigration and Devise a Plan to Deal with the Residents Who Are in the U.S. Illegally


Whereas illegal immigration has placed a serious financial strain on our schools and social services and driven down wages for citizens and residents who are here legally, especially those on the low end of the pay scale.


Therefore I propose the following solutions :


     1. Seal our southern border from illegal immigrants. Use the military as necessary.

     2. End automatic citizenship for people born in the U S to illegal parents. Children born in the U.S.

         to an illegal mother shall not be considered citizens unless it can be proved conclusively that the

         father is a citizen.

     3. Set up a temporary worker system, based on need, with an accurate database that employers can

         easily access to verify the status of workers.  Employers who knowingly hire illegal residents without

         an alien card shall be liable for a fine of $10,000 plus an amount equal to the wages paid to the illegal

         resident

     4. Place a non refundable tax on employers equal to 25% of all wages and benefits paid to non- citizens

        to go to the states for their expenses.

     5. Enact a process for those who are in the country illegally

         A. Establish a one year amnesty period for all illegal residents to leave the country or to sign

             up for an alien card. Obtaining this card will entail payment of a $1000 fine.

         B. This card will need to be renewed on a yearly basis and will require the holder to show proof

              of having approved medical insurance coverage for themselves and their dependents. The

              insurance company shall notify immigration enforcement if the coverage has lapsed for 15

              days. Aliens are not eligible for any government social services or employment nor shall they

              be eligible for citizenship or any of the benefits associated with being a citizen for the

              remainder of their lives. This card will make them eligible to obtain a drivers license. These

              licenses shall note the alien status.

         C. The INS shall set up offices in each state, in proportion to the number of non citizens in that

              state, to research and issue alien identification, verify employer compliance and shall have

              jurisdiction over issues involving illegal residents. Activities requiring deportation shall

              include, but not be limited to, felony convictions, habitual offender, false statements to

              immigration authorities, use of illegal drugs, failure to have the alien card in their possession

              and/or using fake identification. Immigrants shall have the ability to appeal a deportation order

              of a state board to a national board whose decision shall be final. Appeal through the U.S.

              judicial system shall not be allowed.

   

     6. Constitutional Amendment

          A. The first sentence of the 14th amendment shall be amended to read:   "All persons born to a

               citizen of the United States or naturalized........."

          B. All costs to prove legal parentage shall be born by the applicant.
